i have a horse with sheared heels, and it is quite painful for him to wear boots and unpadded shoes do him little good. Does anyone have any suggestions as a way to not only make him more comfortable, but correct this problem?

There are several options in treatment however, to correct the issue you also need to rule out possible insults causing the issue from hoof imbalances, body imbalances, conformation issues, etc. 

 

Personally, I have more success with shoeing options over barefoot options.  Farrier treatments can be anything from correctly places shoes, extended heel shoes, bar shoes of all sorts, and misc. other shoes.  I like to start off with a good balanced trim, determine if conformation is an issue and address that, then start with a correctly fitted wide web shoe.  From there I can move up to a more aggressive shoe if needed.
